How do I start a team?

  How do I start a team.  I'm very confused. I'm in Clear Lake.  I'm interested in 12 year old team.

1) How do I register
2) what are team costs?
3) What are palyer costs?
4) insurance? how do I get my players insurance?

I can't even tell how to get a player on an existing team. What teams are in the clear lake area?
